Operation Solace is a Tri-Service
program established by The Surgeon
General, U.S. Army in response to the
11 September attack on the Pentagon
and is facilitated in part by the
Department of Defense Deployment
Health Clinical Center (DHCC) at

Walter Reed Army Medical Center. The program aims to
provide comprehensive support to individuals with health
concerns consequent to the tragic events of 11 September
and to proactively address issues related to deployments
and bio-terrorism. Operation Solace promotes readiness
and wellness among the military workforce within the
National Capital Region by implementing an aggressive
medical outreach program at the Pentagon and a
comprehensive care management program. For more

Military Medicine
This supplement focuses on the mental health response to the attacke on September 11th on the Pentagon. It arises from the desire to preserve both the mental health response and the lessons learned for that awful day. For more information, click here.
Pentagon Stress Management Team
The first component of Operation Solace involves the Pentagon Stress Management Team, which uses forward-deployed health personnel to work with leaders as force multipliers to address the needs of service members, civilian personnel and family members affected by the tragic events of 11 September. Furthermore, this health care outreach program offers a variety of services and interventions including individual and group debriefings, special classes, informal counseling, referral services, support groups, and formal evaluations.
Comprehensive Care Management Program
The goal of the second component of Operation Solace, the Comprehensive Care Management Program, is to position Health Care Managers at several existing Medical Treatment Facilities (MTFs) in the National Capital Region. Care Managers will serve as the point of coordination for facilitating comprehensive services. They will work in conjunction with the primary care physicians and the clinic staff in achieving the goal of comprehensive services. Care Managers are advanced licensed practitioners in clinical social work, clinical nurse practitioners or both.
Clinical Care
Care Manager services will include, but are not limited to: medical advocacy, crisis intervention, stress management, linkage to community resources and referrals, and short-term solution focused individual, group, and family therapy. A patient-centered bio-psycho-social approach is utilized to promote the delivery of quality services. A patient friendly clinical assessment tool has been developed to assist in delivery of unique patient needs.
Program Location
Care Managers should be integrated into the primary health care setting and be available to clinicians in specialty clinics where many of the National Capital Region beneficiaries receive their primary medical care.
